John Mearsheimer has also said that if Ukraine had retained its nuclear weapons it would now be free and independant of both Russia and Europe/US. It would have retained its sovereignty.

Israel, along with North Korea and Pakistan, acquired nuclear weapons illegally, which leaves one wondering why Israel's nuclear programme is not subjected to the same demands and scrutiny as they are asking from Iran.

Toby Dalton's comment that New Zealand "absolutely should be concerned" about potential proliferation of nuclear weapon states in our region should be taken very seriously. Perhaps it is within our government, but who would know?

And should deterrence fail we are woefully unprepared for the likely impacts. Just how unprepared, and why, I covered in depth in a policy brief for the Japanese Toda Peace Institute.
